What is the certificate of the Eurasian Customs Union?
First of all, let's define the terms. Now the certificate of compliance with the requirements of the technical regulations of the Customs Union is an official document that is strictly regulated and issued according to the established model (Decision of the Board of the Eurasian Economic Commission of 25.12.2012 N 293 "On uniform forms of the certificate of compliance and the declaration of compliance with the requirements of the technical regulations of the Eurasian Economic Union and the rules for their registration"). Each of them is entered in the Unified Register of Issued Documents posted on the Portal of General Information Resources and open Data of the Customs Union.
Voluntary certification in the Customs Union
Currently, more than 40 technical regulations have been adopted and entered into force on the territory of the Eurasian Economic Union. Each of them contains certain requirements for the quality and safety of a specific product category. So if the product falls under the scope of a particular technical regulation, it provides for mandatory certification of products of the TR CU.
What products are subject to control according to the requirements of the technical regulations of the Customs Union
The current legislation of the Customs Union does not provide for voluntary certification of compliance with the TR CU on the initiative of the applicant. Thus, it is impossible to obtain a voluntary Eurasian certificate. But a manufacturer or seller of a product who wants to confirm its high quality with an official document has the right to organize a product inspection according to the criteria of one of the voluntary certification systems registered in Russia, international quality management systems or other standards.
The procedure for issuing the certificate of the Eurasian Customs Union
To issue a certificate of compliance with the requirements of the Customs Union, the applicant should perform the following actions.
1. Apply to an accredited certification center, which will conduct quality control of the goods and registration of documents. 2. Provide technical, operational and other documentation for the products, as well as product samples for research. 3. Together with the experts of the authorized body, determine the certification scheme. 4. Wait for the results of laboratory tests conducted to assess the compliance of the product with the current requirements of the technical regulations. 5. Get a supporting document in the form of a certificate or declaration. The specific type of documentation is determined by the technical regulations. 5. Check the submission of information about the issued document to the authorized state body that records certification activities in the country that is part of the Customs Union. In the Russian Federation, the role of this body is performed by Rosaccreditation.
Types of certificates
The assessment of the conformity of products with the requirements of the technical regulations of the Customs Union is carried out in two main forms:
certification, according to the results of which the applicant is issued a certificate of the technical regulations of the Customs Union. This is a more strict form of quality control of goods, in which laboratory tests of products are mandatory, and in some situations other control methods are used, for example, production analysis;
declaration, based on the results of which a declaration of conformity is issued. It is a statement by the manufacturer or seller that the product meets all the established standards for quality and safety. Nevertheless, in some cases, when declaring, laboratory tests of product samples are also carried out.
