The quality control system of goods in the EAEU
Common requirements for products in the EAEU are formulated in special documents – technical regulations. They are developed separately for each type of product. The first technical regulations began to operate in 2012. In total, more than 40 of them have now been accepted. A few dozen more are in development. Each of them contains:

The declaration is in fact a manufacturer's statement that the product meets the applicable regulations. However, it may also require testing. Product control is carried out according to a certain algorithm. Their characteristics are given in the decision of the CU Commission No. 621. It includes 9 possible schemes. To issue a certificate of the Customs Union, an established sample is used. It is given in the decision of the EAEC Board No. 293. The form includes the following information:
The form of the CU/EAC certificate has several levels of protection. This is a holographic sticker, a special guilloche frame, a microtext around its perimeter, and others. Decision No. 293 also contains a sample declaration. It is compiled on an ordinary sheet of paper without protection.
The validity period of the document confirming the product's compliance with the EAEU standards is established by the technical regulations. The maximum period of its validity is five years. If it is issued for a batch of goods or a specific product, its validity period is not set: it is limited to the period of use of this product.
According to the rules of the EAEU, the applicant can only be a person registered in the territory of one of the participating states. Therefore, in order to issue a certificate of conformity for a product according to the standards of the Union, a foreign manufacturer needs to have an authorized person in Russia. His right to represent the interests of the manufacturer is confirmed by the contract. A legal entity or an individual entrepreneur can get the status of an authorized person. The parties will share the functions within the framework of conformity assessment during certification and declaration:
The applicant assumes full responsibility for the quality and reliability of the product. Its powers are valid throughout Russia and on the territory of the member states of the Customs Union.
