Don't break the law

Since March 2016, mandatory certification of building materials has been provided for:

  • Portland cement;
  • slag cement, alumina;
  • supersulfate and similar hydraulic types of cement (painted, unpainted, ready-made, in the form of clinkers);
  • radiators and heating convectors made of cast iron, steel, bimetal, aluminum, and other metals.

Declaration is carried out for such products as:

  • window and door blocks (balcony) made of plastic, wood, aluminum (or a combination of these materials), double-glazed windows;
  • chipboard plates;
  • general purpose and bakelized plywood, including products made of it (plywood slabs);
  • wallpaper products;
  • building mixes, solutions;
  • thermal insulation materials;
  • LCM (drying oils, enamels and anticorrosive primers).

In both cases, a mandatory conformity assessment confirms that the products comply with certain standards and safety requirements specified in GOST, SNiP and other applicable regulatory legal acts.


Also, for some building materials used in road construction (crushed stone, sand, bitumen, etc.), there is a separate profile technical regulation - TR CU 014/2011, which came into force on 02/15/2015. For objects falling under the scope of this document, confirmation of compliance is carried out in the form of declaration.

Voluntary certificate

If the law does not prescribe mandatory inspection of the product or the necessary permits have already been obtained, the manufacturer (seller) has the right to initiate voluntary certification of building materials, which provides the following benefits:

  • the conquest of new markets;
  • attracting investments;
  • admission to participation in public procurement;
  • customer loyalty;
  • increase in profit indicators and more.

Also, the presence of a voluntary certificate allows you to label the product with a special sign "PCT" with a postscript, which enjoys a high level of trust among consumers.

Mandatory confirmation of quality

It is necessary to issue a certificate of conformity (blue color) for the following types of products:

  • double-glazed windows;
  • door and window blocks made of some types of materials (for example, polymers, wood, aluminum);
  • door locks of several degrees of protection.

If lime flour is intended for feeding poultry or animals, then it must meet certain requirements, which are confirmed by the presence of a declaration of conformity in the GOST R system. This certificate for building materials is also mandatory for registration for foreign products.


The formality is confirmed by the presence of a representation agreement between the partners.

What will be required for the certification of finishing and building materials?

  • copies of the charter, certificates of tax registration and state registration (TIN and OGRN);
  • product description, HS codes (if known);
  • regulatory and technical base of the Russian manufacturer, according to which the goods were produced (GOST, TU);
  • product passport, safety data sheet, user manual, instructions, etc.);
  • if available, protocols of previously conducted independent examinations;
  • contract, invoice, ISO (if available) - for the importer
