1. This technical regulation of the Customs Union has been developed in accordance with the Agreement on Common Principles and Rules of Technical Regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation of November 18, 2010.
2. This technical regulation of the Customs Union has been developed for the purpose of establishing uniform mandatory requirements for furniture products in the single customs territory of the Customs Union, ensuring the free movement of furniture products put into circulation in the single customs territory of the Customs Union.
3. If other technical regulations of the Customs Union have been adopted for certain types of furniture products that establish requirements for furniture products, then furniture products must comply with the requirements of these technical regulations, which apply to it.
4. The Parties shall ensure the circulation of furniture products that comply with this technical regulation on the territory of their states without submitting additional requirements for such products and without conducting additional conformity assessment (confirmation) procedures.
1. This technical regulation establishes requirements for furniture products and the processes of their use (operation) in order to ensure the protection of human life and (or) health, property, the environment and the life and (or) health of animals and plants in the single customs territory of the Customs Union, as well as the prevention of actions misleading consumers.
2. This technical regulation applies to furniture products put into circulation in the single customs territory of the Customs Union - products, sets, sets of household furniture and for public premises, including those made according to individual orders.
3. The list of furniture products for which the requirements of this technical regulation are established is given in Annex 1 of this Technical Regulation.
4. This technical regulation does not apply to:
medical furniture, including special furniture such as operating tables, examination tables, hospital beds with mechanical devices, dental chairs and other surgical, dental, veterinary;
furniture intended for use on air, ground and underground transport;
antique furniture;
used and renovated furniture;
samples of furniture intended for exhibiting at exhibitions and for advertising.
5. In order to establish the conformity of furniture products with the scope of this technical regulation, its identification is carried out.
5.1. Identification of furniture products is carried out:
certification bodies - when confirming its compliance with the requirements of this technical regulation;
manufacturer (seller or a person authorized by the manufacturer) - when declaring compliance and when placing furniture products on the market, including in the single customs territory of the Customs Union;
the authorized bodies of the member state of the Customs Union - when exercising state control (supervision) over compliance with the requirements of this technical regulation exclusively at the stage of circulation of furniture products on the market; * 2.1)
any interested parties.
5.2. To identify furniture products, one of the methods or a combination of them are used:
according to the documentation;
visual;
organoleptic;
instrumental.
5.3. Identification of furniture products covered by this technical regulation is carried out by comparing the name and purpose of the furniture product specified by the manufacturer in the marking (label, label) with the name and designation specified in the certificate of conformity or in the declaration of conformity and, if necessary, in the technical description of the product, set, furniture set. As descriptions, you can use:
interstate standards for functional dimensions, terms and definitions;
design and operational documentation;
supply contracts (contracts, agreements);
technical descriptions developed by the manufacturer;
catalogs, booklets and brochures.
The following terms and their definitions are used in this technical regulation:
release of products into circulation - placement on the market of the member states of the Customs Union of products sent from the warehouse of the manufacturer, seller or a person performing the functions of a foreign manufacturer, or shipped without warehousing, or exported for sale on the territory of the member states of the Customs Union;
furniture set - a group of furniture products intended for the arrangement (furnishing) of a certain functional area of the room, united by the same artistic, stylistic and constructive features;
a group of homogeneous furniture products - individual furniture products united by a common functional purpose, as well as sets or sets of furniture;
durability is the property of furniture products to maintain rigidity, strength and performance under the influence of prolonged operational loads;
rigidity - the ability of a structure to resist the formation of irreversible deformations under the influence of an external load;
protective and decorative coating is a coating on the surface of a furniture product that simultaneously performs the functions of protective and decorative;
protective coating is a coating applied to furniture parts in order to protect the surface from the action of moisture and other aggressive substances, as well as to prevent the release of harmful volatile substances from the material of the furniture product into the air of residential premises;
a furniture product is a unit of furniture products intended for independent use;
marking - information applied by the manufacturer directly to a specific piece of furniture, packaging, labels (labels);
furniture products (furniture) - a set of stationary or movable products for the furnishing of residential and public premises, as well as other areas of human residence;
household furniture - furniture for the arrangement (furnishing) of various rooms in a city, country or rural dwelling, including outdoors;
children's furniture - furniture designed for children, the size, shape and design of which corresponds to the age characteristics and growth characteristics of the developing human body;
furniture for public premises - furniture for the arrangement (furnishing) of enterprises and institutions, taking into account the nature of their activities and the specifics of functional processes;
furniture for educational institutions - furniture for the arrangement (furnishing) of general education schools, colleges, specialized secondary and higher educational institutions;
mechanical safety is a set of quantitative indicators of the mechanical, geometric properties and characteristics of a furniture product, which reduces the risk of harm to the health or threat to the life of the user;
a set of furniture is a group of furniture products of various functional purposes, made using a single architectural and artistic (style) solution and coordinated with each other in size, design, cladding and finishing.
fire safety - compliance with the established norms of flammability, flame propagation on the surface of textile and leather materials used for the manufacture of soft furniture elements;
coating - all layers of materials applied to the surface of structural materials, including primers, varnishes, dyes, enamels, polymers, wood veneer, paper-laminated plastic, films, fabrics, metals, mineral-based materials and other similar substances, regardless of the method of their application;
strength is the property of materials and structures to resist external loads without collapsing and without receiving irreversible deformations;
functional dimensions - the dimensions of furniture products and their elements, due to the purpose and conditions of their operation. Functional dimensions are based on the data of anthropometry, ergonomics, dimensions of storage objects and provide convenience and safety of using the furniture product;
service life - the calendar duration of operation of a furniture product set by the manufacturer from its beginning to the onset of the limit state in which its parts, components, connections, etc. can begin to pose a danger to the life and health of citizens, cause damage to their property or the environment;
static strength is the property of a structure to resist the maximum operating load without destruction;
transformable furniture - furniture, the design of which allows you to change its functional purpose and (or) dimensions;
standard product samples - samples of products of the same design, containing the same parts, components and materials that are essential for meeting essential requirements and meet the same established requirements;
impact strength (impact strength) - the strength of the structure when a shock load is applied to it;
universal-prefabricated furniture - furniture built on the basis of unified elements that ensure its multivariate assembly of products;
stability - the ability of a piece of furniture to resist the efforts that seek to bring it out of its original position, to overturn;
chemical safety is the condition of a furniture product in which there is no unacceptable risk associated with harm to the life and health of the consumer due to exceeding the concentration level of harmful chemicals in the indoor air;
electrical safety is the compliance of a furniture product, the design of which provides for the presence of devices that use electricity, with all the norms and rules for the installation and use of household electrical installations.
1. Furniture products are put into circulation in the single customs territory of the Customs Union, provided that they have passed the necessary procedures for assessing (confirming) their compliance with the requirements of this technical regulation, as well as other technical regulations of the Customs Union, which apply to them.
2. The manufacturer, seller, importer or a person authorized by the manufacturer who places furniture on the market must:
ensure compliance of furniture products with the requirements of this technical regulation;
ensure the safety of the furniture product throughout the entire service life established by the manufacturer;
specify information about the certificate of conformity or declaration of conformity in the accompanying documentation and when labeling products. The accompanying documentation contains a bill of lading, operating instructions and assembly instructions if the furniture is delivered in disassembled condition;
to present to interested persons (according to their requirements), including when placing products under the customs regime, documents confirming the conformity of furniture products with the requirements of this technical regulation (a declaration of conformity or a certificate of conformity or copies thereof);
notify the certification body (assessment, confirmation) of conformity about changes made to the product design and technical documentation of certified furniture products;
suspend or terminate the sale of products if the validity period of the certificate of conformity or declaration of conformity has expired, with the exception of products released into circulation in the single territory of the Customs Union during the validity of the declaration of conformity or certificate of conformity, during the service life of the products established by the manufacturer;
suspend or terminate the sale of furniture products if the certificate of conformity or the declaration of conformity is suspended or terminated;
suspend the production and sale of furniture products that have passed the conformity assessment (confirmation) procedure, but do not meet the requirements of this technical regulation - on the basis of decisions of state control (supervision) bodies for compliance with the requirements of this technical regulation.
3. A single product circulation mark on the market of the member states of the Customs Union is marked furniture products in case of their compliance with the requirements of this technical regulation, as well as other technical regulations of the Customs Union, which apply to it.
1. Furniture products must be manufactured in such a way that, when used for its intended purpose and subject to compliance with the rules provided for in the operational documents, it ensures:
mechanical safety;
chemical and sanitary-hygienic safety;
fire safety;
electrical safety.
2. The mechanical safety of furniture products must be ensured:
the necessary level of stability, static and impact strength, rigidity, deformability, deflection size, durability of the design of furniture products; the effort of pushing (pushing, transforming) the functional elements of furniture products; softness and residual deformation of soft elements; the design of bunk beds. The stability of ship furniture should be ensured by the presence of devices for fixing it. The requirements for the mechanical safety of furniture products are given in Annex 2 of this Technical Regulation;
the necessary level of protection from injuries during the operation of furniture products, including transformable, individual parts, front and mounting accessories, mechanisms for the transformation of furniture products, sliding and sliding elements (reliable fixation and fastening of elements, protection from spontaneous opening, the absence of sharp protruding parts and burrs; blunting or rounding of the available corners and edges of table covers, seats and chair backs, bed backs);
the necessary level of protection against injuries during the operation of glass furniture or when glass is combined with metal, wood and polymer materials (the absence of the possibility of the formation of large fragments of glass when it is destroyed; the use of special types of glass - tempered, annealed, reinforced and multilayer; processing the edges of glass products by grinding, polishing with chamfering or facet). It is allowed to manufacture shelves and door panels made of flat glass;
the absence of an unacceptable risk of the danger of children falling from children's and multi-tier beds and high children's chairs, infringement of body parts during their operation;
the necessary level of protection of the health of children and adolescents from non-compliance with the requirements for the functional dimensions of furniture products and the requirements of ergonomics and anthropometry.
3. Chemical and sanitary-hygienic safety of furniture products should be ensured by the absence of release into the environment of volatile chemicals from furniture products in quantities that can have a direct or indirect adverse effect on the human body, taking into account the combined action of all released substances. During the operation of furniture, chemicals belonging to the first hazard class should not be released, and the content of other substances should not exceed the permissible levels of migration to the air environment specified in Annex 3 of this Technical Regulation. When isolating several harmful chemicals from furniture that have a summation of action, the sum of the concentration ratios to their maximum permissible concentration should not exceed one.
Furniture used in children's, preschool, school, medical and preventive, sanatorium-resort institutions should provide the possibility of wet disinfection of working and facade surfaces in order to avoid the growth and development of microflora (especially pathogenic). After disinfection with chemical reagents, there should be no visible changes in the surface (highly resistant surfaces) or there may be subtle changes in the gloss or color of the surface (resistant surfaces).
Furniture products should not create a specific smell in the room - no more than 2 points.
The level of the electrostatic field intensity on the surface of furniture for sitting and lying down under operating conditions (at room air humidity (30-60%)) it should not exceed 15.0 kV / m.
The permissible specific activity of caesium-137 in wood and wood-containing materials used for the manufacture of furniture should not exceed 300 Bq/kg.
The specific effective activity of natural radionuclides in mineral-based materials for the manufacture of furniture should not exceed 370 Bq/kg.
In the production of furniture products, materials and components intended for its manufacture should be used.
The surfaces of furniture parts made of wood slab materials (plates and edges) must have protective or protective-decorative coatings, except for:
invisible surfaces in the mating joints; holes in the places where the fittings are installed; the edges of the shields that remain open when installing the back wall of the "invoice" or "quarter".
4. The necessary level of electrical safety and insulation protection when completing furniture products with built-in electric lighting devices, household appliances, electrical equipment and electric drives must meet the requirements of the Technical Regulations of the Customs Union "On the safety of low-voltage equipment.
5. The necessary level of fire safety of textile and leather materials used as upholstery in the manufacture of soft elements of furniture products for sitting and lying:
5.1. For the manufacture of soft elements of furniture for sitting and lying down, upholstery textile and leather materials that are easily flammable and belong to group T4 for the toxicity of combustion products should not be used. Gorenje;
5.2. The accompanying documents for textile and leather materials intended for the manufacture of furniture must contain information about their fire hazard.
6. Safety requirements of furniture products during operation:
6.1. The use of furniture products released into circulation must be carried out according to the purpose of the furniture product specified in the labeling, assembly, operation and maintenance instructions, as well as (if necessary) taking into account the permissible maximum loads specified by the manufacturer;
6.2. Furniture products delivered in disassembled form must be assembled in accordance with the assembly instructions attached by the manufacturer, including a complete list and an installation diagram;
6.3. During the operation of furniture products, it is necessary to exclude the ingress of water and other liquids on the elements of furniture products in contact with the floor. When installing sinks, sinks in furniture products for kitchens, bathrooms, laboratory furniture, their waterproofing should be provided in places of contact with the surface of the furniture product body;
6.4. When installing furniture products in the immediate vicinity of heating and heating devices, their surfaces must be protected from heating during operation. The heating temperature of the furniture elements should not exceed +40°C.7. 7.1. Each piece of furniture sold on the territory of a member state of the Customs Union must be marked in Russian and, if there are relevant requirements in its legislation , in its state language. The trade name of the products supplied from countries located not on the single territory of the Customs Union, as well as the name of the manufacturer's company can be made in Latin letters.
The marking must be printed on a paper label (label) or on a label made of fabric, firmly attached to the furniture product supplied in assembled form.
Furniture products delivered in disassembled form may not have markings with the designation of the product and the date of manufacture. In this case, the product designation is put down by the manufacturer or seller during the sale of the furniture product or during its assembly at the user. The release date must be indicated on the package (s). The marking on the furniture in disassembled form is applied to the packaging.
It is allowed to apply the marking with indelible paint, stamping, burning, punching, as well as to put down individual details of the label with a special stamp;
7.2. The marking must be clear and contain:
the name of the furniture product for its operational and functional purpose, the designation of the product (digital, proprietary, model, etc.);
trademark (logo) of the manufacturer (if available);
name of the manufacturer's country;
name and location of the manufacturer;
the name, legal and actual address of the person authorized by the manufacturer, the importer;
date of manufacture;
warranty period;
service life specified by the manufacturer;
a single sign for the circulation of products on the market of the member states of the Customs Union.
For furniture delivered in disassembled form, the marking label must be enclosed in the packaging together with the assembly instructions;
7.3. In the marking of children's and student's chairs, tables, desks for public spaces, in addition, the following should be indicated: in the numerator-their height number, in the denominator-the average height of children.
On the visible external surfaces of tables, desks and chairs for preschool institutions and educational institutions (except for specialized secondary and higher educational institutions), color markings should be applied in the form of a circle with a diameter of at least 10 mm or a horizontal stripe with a size of at least 10x15 mm of the following colors, depending on the height numbers of the furniture product:
00 - black
0 - white
1-orange
2-purple
3-yellow
4-red
5-green
6-blue.
The method of applying color markings should ensure its long-term safety. It is allowed to apply color markings made in a printed way with a self-adhesive base.
7.4. Furniture products are accompanied by instructions that establish the rules and conditions for safe operation, including the information contained in paragraph 6, Article 5 of this technical regulation and other additional information.
8. Ensuring compliance with safety requirements:
8.1. The compliance of furniture products with this technical regulation is ensured by the fulfillment of its safety requirements directly or by the fulfillment of the requirements of documents included in the List of documents in the field of standardization, as a result of the application of which compliance with the requirements of the technical regulations of the Customs Union "On the safety of furniture products"is ensured on a voluntary basis;
8.2. The methods of testing (research) measurements of furniture products, including the rules of sampling necessary for the application and fulfillment of the requirements of this technical regulation and the assessment (confirmation) of conformity of products, are established in the standards included in the List of standards containing the rules and methods of research (testing) and measurements, including the rules of sampling, necessary for the application and fulfillment of the requirements of the technical regulations of the Customs Union "On the safety of furniture products" and the assessment (confirmation) of the conformity of furniture products.
1. Assessment (confirmation) of compliance of furniture products with the requirements of this technical regulation and other technical regulations of the Customs Union, which apply to it, is carried out in the form of conformity assessment (certification or declaration of conformity) and in the form of state control (supervision).
2. Household furniture and furniture for public premises, the list of which is contained in Annex 1 of this Technical Regulation, is subject to declaration of conformity according to the schemes provided for in Annex 5 of this Technical Regulation, with the exception of children's furniture, furniture for educational institutions, furniture for preschool institutions, which is subject to mandatory certification of conformity according to the schemes provided for in Annex 4 of this Technical Regulation.
3. Confirmation of conformity of furniture products is carried out in accordance with the unified procedures and standard schemes of conformity assessment (confirmation) approved by the Decision of the Customs Union Commission of April 7, 2011 N 621.
4. The declaration of conformity and the certificate of conformity are valid in the single customs territory of the Customs Union in respect of furniture products put into circulation in the single customs territory of the Customs Union during the validity of the declaration of conformity or the certificate of conformity, and in relation to each unit of products, during its service life.
5. Information about the declaration of conformity or the certificate of conformity must be specified in the accompanying documentation for the products.
6. When confirming the conformity of furniture products, the applicant forms a set of evidentiary documents confirming compliance with the safety requirements of this technical regulation, which includes:
a) a technical description for a furniture product or a group of homogeneous furniture products containing:
name of products (groups of products) of furniture;
designation and functional purpose of furniture products;
general view drawings with indication of overall and functional dimensions;
brief description of the product design;
features of operation, maximum loads;
b) certificates of conformity or test reports for materials and components (if available);
c) a list of partially or fully used interstate or national standards and documents specified in paragraph 8.1 of Article 5 of this technical regulation to ensure confirmation of product compliance with the requirements of this technical regulation, and if these standards and documents were not applied, a description of the solutions chosen to implement the requirements of this technical regulation;
d) test reports of a standard sample of furniture products carried out by the manufacturer, seller, a person performing the functions of a foreign manufacturer and (or) accredited testing laboratories (centers) included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union;
e) contract (delivery contract) - for a batch, a single product or shipping documentation - for a batch, a single product;
f) certificates of conformity for furniture products received from foreign certification bodies (if available);
g) a certificate for the manufacturer's quality management system, which applies to the production or design and production of furniture products declared for conformity assessment, if this is provided for by the conformity assessment scheme;
h) other documents directly or indirectly confirming the compliance of furniture products with the safety requirements of this technical regulation (if available).
7. Certification of furniture products:
7.1. Certification of furniture products is carried out by an accredited certification body (assessment (confirmation) of conformity included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union, which has furniture products in the field of accreditation.
The applicant can apply for certification of products of his choice to any of the accredited certification bodies that have this product in the field of their accreditation and are included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union;
7.2. For certification of furniture products, schemes 1c, 2c, 3c are used, the composition of which is given in Annex 4 of this technical regulation.
Schemes 1c and 2c are used for certification of mass-produced products.
Scheme 3c is used for certification of a batch of furniture products.
The applicant for certification under schemes 1c and 2c may be a legal entity registered in accordance with the legislation of a member state of the Customs Union, on its territory, or an individual as an individual entrepreneur, or who is a manufacturer, or performs the functions of a foreign manufacturer on the basis of a contract with him, in terms of ensuring compliance of the supplied products with the requirements of this technical regulation and in terms of liability for non - conformity of the supplied products.
The applicant for certification under the 3c scheme can be registered in accordance with the legislation of the state - a member of the Customs Union on its territory, a legal entity or an individual as an individual entrepreneur, or who is a manufacturer or seller, or performs the functions of a foreign manufacturer on the basis of a contract with him, in terms of ensuring compliance of the supplied products with the requirements of this technical regulation and in terms of responsibility for non-compliance of the supplied products with the requirements of this technical regulation of the Customs Union (a person performing the functions of a foreign manufacturer);
7.3. When carrying out the certification of furniture products, the applicant submits to the certification body (assessment, confirmation) of compliance:
application for certification;
a set of documents provided for in paragraph 7 of this article.
The application must contain:
name and location of the applicant;
name and location of the manufacturer;
details of the contract or contract (for a foreign manufacturer);
information about furniture products and their identifying features (name, code according to the classifier of foreign economic activity of the Customs Union, the document according to which the products are manufactured (interstate or national standard, technical specifications and other documents), the form of production-serial production or batch;
certification scheme;
7.4. The certification body considers the application, identifies the products in accordance with paragraph 4 of Article 2 of this technical regulation and decides on the possibility of certification.
In case of a positive decision, the certification body enters into an agreement with the applicant on carrying out certification work.
The certification body carries out work according to the chosen certification scheme, prepares a decision and, if the result is positive, issues a certificate of conformity to the applicant;
7.5. In case of a negative certification result, the certification body sends the applicant a reasoned decision to refuse to issue a certificate of conformity;
7.6. Tests of a standard sample (standard samples) or a single piece of furniture products are carried out by an accredited testing laboratory (center) entered in the Unified Register of Certification Bodies and testing laboratories (centers) of the Customs Union on behalf of the certification body. The test report is transmitted to the product certification body and the applicant.
The selection of samples for testing from the manufacturer (including a foreign one), the seller, the importer, the person authorized by the foreign manufacturer, is carried out by the certification body or on its behalf by an accredited testing laboratory (center).
The scope of testing of certified furniture products, including during inspection control, is determined by the product certification body;
7.7. The analysis of the state of production is carried out by the certification body at the manufacturer. The results of the analysis are formalized by an act.
If the manufacturer has a certified quality management system, the certification body evaluates the ability of this system to ensure a stable production of certified furniture products that meets the requirements of this technical regulation.
7.8. In case of positive results of the checks provided for by the certification scheme, the certification body draws up a certificate of conformity and issues it to the applicant.
The certificate of conformity is issued according to a single form approved by the Decision of the Customs Union Commission No. 896 of December 9, 2011.
The certification body transmits information about the issued certificate of conformity to the Unified Register of Issued Certificates of Conformity and Registered declarations of conformity issued in a single form;
7.9. The certificate of conformity may have an appendix containing a list of specific products to which it applies.
The application is issued if:
it is required to detail the composition of the group of homogeneous products produced by the applicant and certified according to the same requirements;
it is required to specify the manufacturing plants that are part of larger associations that have uniform production conditions;
7.10. The validity period of the certificate of conformity is established depending on the status of the applicant, the type and purpose of the products, the chosen certification scheme, the planned period of production of furniture products or delivery to the importing country, but not for more than five years;
7.11. Inspection control of furniture products certified according to schemes 1c and 2c is carried out by the certification body by testing samples taken from the applicant and (or) analyzing the state of production by the product certification body (for certification according to scheme 1c), and quality management system control by the quality management system certification body (for certification according to scheme 2c);
7.12. During the production of certified products, the applicant informs the certification body about the changes made to the products.
The certification body analyzes these changes and decides whether to maintain the validity of the issued certificate or to conduct an extraordinary inspection control to confirm that the products with the changes made comply with the safety requirements previously confirmed during certification;
7.13. Based on the results of the inspection control, the certification body makes one of the following decisions:
consider the validity of the certificate confirmed;
suspend the validity of the certificate of conformity;
cancel the validity of the certificate of compliance;
extend the validity period of the certificate of conformity or issue a certificate of conformity for a new period;
7.14. The certificate of conformity is kept by the applicant for 10 years from the date of withdrawal (termination) from the production of these products. A copy of the certificate of conformity, documents and materials confirming the results of certification are stored in the certification body that issued it for at least 5 years after the expiration of the certificate of conformity;
7.15. In the event of liquidation, reorganization of a legal entity or loss of the validity of the registration of an individual entrepreneur, the certificate of conformity is valid for products previously put into circulation when they are sold during the service life established by the manufacturer.
8. The procedure for declaring the conformity of furniture products:
8.1. The declaration of conformity of furniture products is carried out by the applicant in accordance with the procedures provided for in schemes 1d, 2d, 3d, 4d, 6d, given in Annex 5 of this Technical Regulation.
Schemes 1d and 2d are based on the applicant's own evidence. Declaration of conformity according to schemes 1d and 2d can be carried out for furniture for bookselling premises and retail enterprises, chairs for auditoriums.
The 3d and 6d schemes are used when declaring conformity using: the manufacturer's own evidence, a person authorized by the manufacturer; tests of product samples conducted in accredited testing laboratories (centers) included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union.
Scheme 6d also provides for the certification of the quality management system for the design and (or) production of furniture products by an accredited management system certification body included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union.
The 4d scheme is used when declaring conformity using: the manufacturer's own evidence, the person authorized by the manufacturer, the seller, the importer; tests of product samples conducted in accredited testing laboratories (centers) included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union.
The safety of furniture products of single production, made according to individual orders (taking into account sketches and sizes of products), is confirmed by a declaration of conformity adopted by the manufacturer for furniture products similar in design and materials used (sets, series, collections, programs, etc.) according to 3d, 4d, 6d schemes;
8.2. In accordance with the composition of the declaration schemes given in Annex 5 of this technical regulation, the applicant forms a set of evidentiary documents listed in paragraph 7 of this article, tests standard samples of products in an accredited testing laboratory (center) or in its own testing laboratory, accepts and registers a declaration of conformity;
8.3. When declaring according to the schemes 1d and 2d, product tests can be carried out in their own testing laboratory. When declaring compliance according to the 3d, 4d, 6d schemes, tests are carried out only in accredited testing laboratories (centers) included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union.
Production control when declaring according to the schemes 1d, 3d and 6d is carried out by the manufacturer.
8.4. When declaring the conformity of furniture products according to the schemes 1d, 3d, 6d, the applicant may be registered in accordance with the legislation of the state - a member of the Customs Union on its territory is a legal entity or an individual as an individual entrepreneur, or who is a manufacturer, or performs the functions of a foreign manufacturer on the basis of an agreement with him in terms of ensuring compliance of the supplied products with the requirements of the technical regulations of the Customs Union and in terms of responsibility for non-compliance of the supplied products with the requirements of the technical regulations of the Customs Union (a person performing the functions of a foreign manufacturer).
When declaring compliance according to the schemes 2d, 4d, the applicant may be a legal entity or an individual registered in accordance with the legislation of a member state of the Customs Union on its territory as an individual entrepreneur, or being a manufacturer or seller, or performing the functions of a foreign manufacturer on the basis of a contract with him in terms of ensuring compliance with the supplied products;
8.5. The composition of the evidentiary materials that are the basis for the adoption of the declaration of conformity:
8.5.1. the documents specified in paragraph 7 of Article 6 of this technical regulation are used as evidentiary materials that are the basis for the adoption of a declaration of conformity on the basis of their own evidence;
8.5.2. as conditions for the application of these documents, the following may be considered:
a) for test reports:
the presence in the test reports of the values of indicators confirming compliance with all the requirements established in this technical regulation, which apply to specific declared products;
distribution of test reports for the declared furniture products;
b) certificates of conformity or test reports for materials, components (if available);
c) certificates for the production quality management system (for scheme 6d) - if they apply to the manufacture of the declared products;
d) other documents directly or indirectly confirming the compliance of furniture products with the established requirements, including certificates of conformity for the declared products issued during voluntary certification (provided that all the necessary requirements were confirmed during voluntary certification);
8.6. The declaration of conformity is drawn up according to a single form approved by the Decision of the Customs Union Commission No. 896 of December 9, 2011;
8.7. A declaration of conformity may be adopted in relation to specific types of furniture products, or a group of homogeneous products for which uniform safety requirements are established, subject to conformity assessment;
8.8. The declaration of conformity is accepted for the period established by the applicant (manufacturer, seller, authorized by the manufacturer, importer), based on the planned period of production of serial products, the volume of the batch of products, the validity period of the evidentiary documents on the basis of which the declaration was adopted, the chosen declaration scheme, but not more than five years;
8.9. The applicant is obliged to keep the declaration of conformity and evidentiary materials for ten years from the date of expiry of the declaration of conformity.
A set of documents confirming compliance should be provided to the state control (supervision) bodies at their request.
9. The applicant takes all necessary measures to ensure that the production process of furniture products produced in series is stable and ensures its compliance with the requirements of this technical regulation.
10. State control (supervision) over compliance with the requirements of this technical regulation of the Customs Union is carried out in accordance with the procedure established by the national legislation of the member states of the Customs Union.
1. Furniture products that meet the safety requirements and have passed the conformity assessment procedure in accordance with Article 6 of this technical regulation must be marked with a single product circulation mark on the market of the member states of the Customs Union.
2. Marking with a single sign of the circulation of products on the market of the member states of the Customs Union is carried out before the release of furniture products into circulation on the market.
3. A single product circulation mark on the market of the member states of the Customs Union is applied to the marking label (label) placed on the non-removable part of each furniture product. It is not allowed to apply a single product circulation mark on the market of the member states of the Customs Union on the surface of drawers, adjustable shelves and other parts, including components that can be replaced.
A single sign of the circulation of products on the market of the member states of the Customs Union is also applied to the accompanying documents attached to furniture products, consignment notes.
A single product circulation mark on the market of the member states of the Customs Union is applied in any way that provides a clear image during the entire service life of furniture.
4. For furniture products of collapsible or universally assembled construction, delivered in disassembled form, it is allowed to apply a single product circulation mark on the market of the member states of the Customs Union only on their packaging and on the accompanying documents attached to them.
1. The member states of the Customs Union are obliged to take all measures to restrict and prohibit the release into circulation of furniture products in the single customs territory of the Customs Union, as well as the withdrawal from the market of furniture products that do not meet the safety requirements of this technical regulation or are received or are in circulation without a document on the assessment (confirmation) of compliance and (or) without marking with a single circulation mark on the market of the member states of the Customs Union.
The authorized body of a member state of the Customs Union is obliged to notify the competent authorities of other member states of the Customs Union of the decision taken, indicating the reasons for making this decision and providing evidence explaining the need to take this measure.
2.The basis for the application of the article of protection may be non-compliance with the requirements of this technical regulation.

Requirements for the design of bunk beds:
1. In multi-tier beds, all beds used as upper ones, spread out at a height of 800 mm or more from the floor, must be provided with a fence on four sides. Fences should be fixed so that they can only be removed with a tool. It is allowed that there is no fence in the foot part of the bed, if instead of it there is a stationary ladder, the steps of which are located along the entire width of the opening and can perform an additional function of a storage container (boxes).
2. The distance between the upper edge of the fence and the upper surface of the bed base should be at least 260 mm, between the upper edge of the fence and the upper surface of the mattress - at least 160 mm.
3. The gap between the mattress and the lower surface of the fence or between individual horizontal or vertical elements of the fence should be from 60 to 100 mm.
4.On one or more elements of the fence of the upper tier of the bed, the maximum level of the upper surface of the mattress should be marked with an indelible marker. The assembly instructions should contain recommendations on the overall dimensions of the mattress that the bed will be equipped with.
5. Multi-tier beds should be equipped with a ladder. Stairs can be an integral part of the bed design.
One of the largest sides of the fence can be completely separated by a ladder. The size of the fence connector for the ladder should be from 300 to 400 mm.
The distance between the upper surfaces of the two consecutive stairs should be (250±50) mm. The distance between the steps should be the same, with a maximum deviation of ± 2 mm. The distance between two consecutive steps should be at least 200 mm; the useful length of the step should be at least 300 mm.
6. The gaps between the base of the bed, the kingpins, the backs and the fence elements should not exceed 25 mm.
7. The base of the bed should allow air to pass through.
Requirements for the softness of furniture for sitting and lying down, depending on the functional purpose.
Note: If the deformation and compliance indicators obtained during the test correspond to adjacent categories, as well as in cases where the indicators are between categories, the softness of the elements should be attributed to the category that corresponds to the lowest indicator.
The indicator of softness (deformation and pliability) of the sleeping place of a bed on a flexible or elastic base should be within the same category.
Categories of softness for soft elements of children's furniture are not set.
