Don't break the law

Almost all furnishings are subject to mandatory certification in order for the consumer to be confident in their quality and safety. TR CU 025/2012, regulating the sphere of circulation of furniture products, is in force on the territory of the EAEU countries. The document obliges manufacturers and suppliers to confirm compliance of products with the requirements of current legislation in the form of certification and declaration. The evaluation method is determined depending on the type of the object of study.

Varieties of furniture products

There is a huge range of cabinet and upholstered furniture on the market:

  • cabinets, bedside tables, shelves, dressers, shelving, dressing table;
  • tables for various purposes (computer, magazine, writing, kitchen);
  • chairs, stools, sofas, armchairs, benches, couches;
  • beds.

All mass-produced and custom-made products comply with the requirements of the technical regulations, except antiques, medical furniture, exhibition samples and repaired items.


Note that it is not possible to obtain a certificate or declaration for a set of different furnishings. The permit is drawn up either for a specific product or a homogeneous group, to which the same requirements are imposed.

Compliance confirmation algorithm

  • Application of the manufacturer (importer) to the certification center "EAC" with a statement.
  • Coordination of the cost and conditions of the procedure, conclusion of a contract for the provision of services.
  • Provision by the applicant of the necessary production and technical documentation, registration data.
  • Selection of the control scheme and selection of samples of products to be evaluated.
  • Conducting an examination by an accredited laboratory and drawing up a research protocol.
  • Analysis and audit of the manufacturer's production potential, technological processes, quality management system.
  • Registration and issuance of a permit document upon successful completion of the above stages.
  • Application of a single circulation mark on the market of the EAEU member states.

Technical regulations for furniture products

On July 1, 2014, the Technical Regulation of the Customs Union TR CU 025/2012 "On the safety of furniture products" came into force. From this moment, the confirmation of the quality of furniture products is checked precisely for compliance with this Regulation, and not with GOST standards, as it was before. The list of furniture products, in respect of which the requirements of this technical regulation are established, is given in Annex 1 of the Technical Regulations of the Customs Union TR CU 025/2012 "On the safety of furniture products".


Technical Regulations TR CU 025/2012 does not apply to: medical furniture, including special such as operating tables, examination tables, hospital beds with mechanical devices, dental chairs and other surgical, dental, veterinary; furniture intended for use on air, ground and underground transport; antique furniture; furniture used and repaired; furniture samples intended for display at exhibitions and for advertising.

Safety requirements for furniture products

Furniture products must be manufactured in such a way that, when used for its intended purpose and subject to compliance with the rules provided for in operational documents, it ensures: mechanical safety; chemical and sanitary safety; fire safety; electrical safety.

What documents will you need to provide?

Conformity assessment is carried out by specialists with timely provision by the applicant of the following data:

  • copies of TIN, OGRN, Charter;
  • statistics codes;
  • detailed product description (name, scope of application, drawings, diagrams, operating instructions);
  • own test reports (for declaration);
  • regulatory and technical base of production (GOST, technical specifications);
  • foreign quality certificates;
  • supply contracts (for import);
  • certificates of the quality management system.
