With regard to household electrical and electronic equipment, it is mandatory to check products for compliance with safety and electromagnetic compatibility requirements.

Technical regulations of the Customs Union

Taking into account the purpose, various features and characteristics of the equipment, it may fall under the action of one or several technical regulations of the Customs Union at once:

  • TR CU 004 - regulates the safety of HBO;
  • TR CU 010 - applies to industrial machines and equipment;
  • TR TC 020 - defines the requirements in terms of electromagnetic compatibility.

These technical regulations provide for either certification or declaration of controlled products.

There are some differences between these forms of verification. Certification, representing a more stringent form of control, implies mandatory testing directly in the process of obtaining a permit. Moreover, the tests are carried out with the participation of a certification body in an independent accredited laboratory (or center). During the declaration, the permit document may be accepted on the basis of the applicant's own evidence.

The assessment of production conditions, if this stage is provided for by the chosen scheme, is also carried out independently by the applicant during the declaration. During certification, production control is carried out with the participation of an expert.

In general, all responsibility for the accuracy of the data specified in the declaration and its compliance with the requirements of the TR lies with the applicant. The certification body that decided to issue the document is responsible for the accuracy of the information entered in the certificate.

The declaration is made on an ordinary white sheet of office format, and the certificate provides for the use of a special form with several degrees of protection.

Electrical goods subject to certification

Analyzing the texts and appendices to the above-mentioned regulations, it can be established that mandatory certification is subject to:

  • lifting cranes and PTM;
  • agricultural machinery used in feed production and animal husbandry;
  • most power tools;
  • electrical installations used during logging operations;
  • household electrical goods and equipment (vacuum cleaners, microwaves, hair dryers, irons, electric kettles, air conditioners, video and audio equipment, computers and peripheral devices, and other goods);
  • switches, control panels, video surveillance systems;
  • mining equipment;
  • swamp walkers and snowmobiles;
  • lighting engineering and many other positions.

The full list of products subject to certification can be independently studied, having familiarized in detail with the specified technical regulations.

Electrical installations subject to declaration

Registration of the declaration is provided for such equipment:

  • forklifts;
  • industrial tractors;
  • conveyor devices;
  • diesel generators;
  • electric scales;
  • woodworking machines for industrial purposes;
  • press machines and forging equipment;
  • metalworking equipment;
  • equipment used in construction, etc.

The list of equipment subject to declaration only under TR CU 010 contains 60 items. With regard to technical regulations 004 and 020, it should be noted that there is no separate list for the declared goods, but it is indicated that the need for conformity assessment in the declaration form applies to controlled products that are not included in the corresponding list of products subject to certification.

Additional permissions

According to the requirements of the current legislation, electrical equipment used at hazardous production facilities (OPO) must undergo additional safety and quality checks. Depending on the type of device, its purpose, design features and operating modes, as well as properties and characteristics, it may be necessary to develop a safety justification or conduct an industrial safety examination.

Who can get permission?

Individual entrepreneurs and legal entities whose activities are registered in one of the EAEU countries have the right to apply to accredited certification bodies and centers.

The applicant can be either a supplier of goods or a manufacturer. At the same time, a foreign manufacturer can participate in the conformity assessment procedure only through an authorized person, which is confirmed by the relevant contract.


To carry out the declaration/certification, the applicant must prepare a certain set of documents:

  • application;
  • copies of the charter, constituent documents;
  • evidence of registration of activities in the EAEU (OGRN, TIN, extract from the Unified State Register of Legal Entities/USRLE);
  • additional permits (OB, EPB conclusion);
  • description in any form with the presentation of basic product data;
  • the list of normative and technical documentation on the basis of which the production was carried out;
  • design documents;

In case of confirmation of conformity of imported products, an authorized person's contract, a commercial supply contract with a specification and, possibly, some other information, the composition of which depends on the characteristics of the object, should additionally be provided.

The validity period of the declaration /certificate may not exceed a 5-year period in cases where the evaluation of serial production was carried out. The certificate/declaration for a batch of equipment or a single product is issued indefinitely, since the validity period of the permit is limited by the size of the batch or the service life of the equipment.


The manufacturer or authorized representative must keep technical documentation and a copy of the EU Declaration of Conformity.
