1. This technical regulation of the Customs Union has been developed in accordance with the Agreement on Common Principles and Rules of Technical Regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation of November 18, 2010.
2. This technical regulation of the Customs Union has been developed in order to establish in the single customs territory of the Customs Union uniform mandatory requirements for the application and execution of wheeled and tracked agricultural and forestry tractors and trailers to them, to ensure the free movement of wheeled and tracked agricultural and forestry tractors and trailers put into circulation in the single customs territory of the Customs Union.
3. If other technical regulations of the Customs Union have been adopted with respect to tractors and trailers, establishing requirements for tractors and trailers, then tractors and trailers must comply with the requirements of these technical regulations of the Customs Union, which apply to them.
1. This technical regulation of the Customs Union applies to newly manufactured and imported wheeled and tracked agricultural and forestry tractors (hereinafter referred to as tractors) and trailers to them (hereinafter referred to as trailers) put into circulation in the single customs territory of the Customs Union, regardless of the country of origin.
This technical regulation of the Customs Union applies to tractors and trailers with a maximum design speed of at least 6 km / h.
The requirements of this technical regulation also apply to newly manufactured and imported components of tractors and trailers (hereinafter referred to as components) that affect their safety and are put into circulation in the single customs territory of the Customs Union separately from tractors and trailers, regardless of the country of origin. The list of components subject to the requirements of this technical regulation of the Customs Union is given in Annex 1 to this technical regulation of the Customs Union.
2. This technical regulation of the Customs Union does not apply to:
tractors and trailers manufactured individually and individually, as well as in the order of individual creativity;
tractors and trailers put into circulation in the single customs territory of the Customs Union before the entry into force of this technical regulation of the Customs Union, used, in operation or repaired in the single customs territory of the Customs Union.
3. This technical regulation of the Customs Union establishes requirements for tractors, trailers and their components in order to protect human life and health, property, environmental protection, as well as to prevent actions that mislead consumers (users) regarding their purpose and safety.
In this technical regulation of the Customs Union, the following terms and their definitions are used:
ballast loads - loads intended for installation on a tractor for reloading the front and (or) rear axles;
towing device - a tractor structural element located at the front of the tractor, which provides the connection of devices (for example, a rod or a tow rope) for towing it;
commissioning is a documented event that records the readiness of a tractor or trailer for its intended use;
the height of the tractor is the distance measured vertically between the reference surface and the point of the tractor located at the greatest distance from the reference surface, excluding the antenna. When determining the height, the tractor must be equipped with new tires that have the largest static radius set by the manufacturer;
tractor length - the distance measured horizontally between the vertical planes perpendicular to the longitudinal axis of the tractor and passing through its extreme points, excluding all mirrors, starting handles, front or side marker lights;
permissible towed mass is the mass that the tractor can tow. The permissible towed mass may include: the mass of one or more towed trailers, the mass of agricultural or forestry machinery;
manufacturer - a legal entity or an individual as an individual entrepreneur who carries out on its own behalf the production and sale of a tractor, trailer or component and is responsible for its compliance with the safety requirements of the technical regulations of the Customs Union;
an importer is a resident of a member state of the Customs Union who has concluded a foreign trade agreement with a non - resident of a member state of the Customs Union for the transfer of tractors, trailers or components, sells tractors, trailers or components and is responsible for their compliance with the safety requirements of the technical regulations of the Customs Union;
category of tractor (trailer) - a characteristic of a tractor (trailer) used for the purpose of establishing requirements in the technical regulations of the Customs Union;
component - a device that is an integral part of a tractor or trailer, supplied to assembly production or as replacement (spare) parts for a tractor or trailer in operation, the certification of which can be carried out separately from the tractor or trailer;
circulation of a tractor, trailer or component on the market - the processes of transition of a tractor, trailer or component to a consumer (user) in the single customs territory of the Customs Union, which the tractor, trailer or component passes after its manufacture is completed;
trailer-a vehicle towed by a tractor, intended for the transportation of agricultural or forestry goods. Trailers also include trailers in which part of the vertical load is transferred to the towing tractor (semi-trailers);
the rolling radius of the tire is the ratio of the longitudinal component of the translational speed of the wheel to its angular speed;
certification tests - tests of a standard sample (samples) of a tractor, trailer or component, based on the results of which a conclusion is made about the compliance of the tractor, trailer or component with the safety requirements of the technical regulations of the Customs Union;
curb weight of the tractor - the mass of the tractor in working condition, including a rollover protection device, with coolant, lubricants, fuel (a tank filled with at least 90% of the nominal capacity), tools and an operator;
mooring scheme - a scheme according to which the connection of lifting equipment is carried out during transportation;
technically permissible towed mass is the maximum mass set by the tractor manufacturer that the tractor can tow;
technical description - a document given in Annex 2 to this technical regulation of the Customs Union, containing a list of information that the manufacturer (a person authorized by the manufacturer), the importer must specify for certification;
type of tractor, trailer or component - tractors, trailers or components characterized by a set of identical design features recorded in the technical descriptions, made by one manufacturer. The type can have different variants and versions;
tractor - a wheeled or tracked mechanical vehicle having at least two axles and a maximum speed of at least 6 km/h, using mainly traction force and intended mainly for towing, pushing, transporting or powering working equipment used in agriculture or forestry;
a traction coupling device (TCU) is a device whose connecting elements installed on a tractor and a trailer provide a mechanical connection between them;
a person authorized by the manufacturer is a legal entity or an individual registered in accordance with the established procedure by a member state of the Customs Union, which is determined by the manufacturer on the basis of an agreement with him to perform actions on his behalf when confirming the compliance and placement of a tractor, trailer or component in the single customs territory of the Customs Union, as well as to impose liability for non-compliance of a tractor, trailer or component with the requirements of the technical regulations of the Customs Union;
tractor width is the distance measured horizontally between vertical planes parallel to the longitudinal axis of the tractor and passing through its extreme points, excluding all mirrors, turn indicators, front or rear side marker lights, any parking lights, tire deformations caused by the weight of the tractor, retractable elements. Retractable elements may include, for example, lifting footrests.
1. Tractors, trailers and components are put into circulation on the market if they comply with this technical regulation of the Customs Union, as well as other technical regulations of the Customs Union, the effect of which applies to them, provided that they have been confirmed in accordance with Article 6 of this technical regulation of the Customs Union, as well as according to other technical regulations of the Customs Union, the effect of which applies to them.
2. Tractors, trailers and components whose compliance with the requirements of this technical regulation of the Customs Union is not confirmed should not be marked with a single product circulation mark on the market of the member states of the Customs Union and are not allowed to be put into circulation on the market.
3. Tractors, trailers and components that are not marked with a single circulation mark on the market of the member states of the Customs Union are not allowed to be put into circulation on the market.
1. The design of tractors and trailers must ensure safety at all stages of the life cycle.
2. The classification of tractors and trailers by categories and types is given in Annex 3 to this technical regulation of the Customs Union.
3. The list of safety requirements for tractors of categories T1, T2, T3, T5, C (except C4) and trailers of category R, as well as UN / ECE standards and Regulations establishing safety requirements and methods of their control, is given in Table 4.1 of Annex 4 to this technical regulation of the Customs Union.
4. The list of safety requirements for special-purpose tractors of categories T4, C4, as well as UN / ECE standards and Regulations establishing safety requirements and methods of their control, is given in Table 4.2 of Annex 4 to this technical regulation of the Customs Union.
5. The safety requirements for tractors and trailers in accordance with Annex 4 to this technical regulation of the Customs Union are given in Annex 5 to this technical regulation of the Customs Union.
1. Compliance of tractors and trailers with this technical regulation of the Customs Union is ensured by meeting its requirements directly and by meeting the requirements of the UNECE standards and Regulations, as well as the requirements given in Annexes 4 and 5 to this technical regulation of the Customs Union.
The compliance of the components with this technical regulation of the Customs Union is ensured by the fulfillment of its requirements directly and by the fulfillment of the requirements of the UNECE standards and Regulations listed in Annex 1 to this technical regulation of the Customs Union.
2. The methods of control of tractors and trailers necessary for the assessment (confirmation) of conformity are established in the UN / ECE standards and Regulations listed in Annex 4 to this technical regulation of the Customs Union.
The methods of control of components necessary for the assessment (confirmation) of conformity are established in the UNECE standards and Regulations listed in Annex 1 to this technical regulation of the Customs Union.
1. Before putting into circulation on the market, tractors, trailers or components must pass a confirmation of compliance with the safety requirements of this technical regulation of the Customs Union.
Conformity assessment is carried out according to the schemes in accordance with the Regulation on the procedure for applying standard conformity assessment (confirmation) schemes in the technical regulations of the Customs Union, approved by the Commission of the Customs Union (hereinafter - the Commission).
The classification of tractors and trailers by categories and types for the purposes of conformity assessment is given in Annex 3 to this technical regulation of the Customs Union.
The components whose conformity is confirmed separately are listed in Annex 1 to this technical regulation of the Customs Union.
If the manufacturer of tractors or trailers is a manufacturer of components supplied only to its own assembly production, confirmation of compliance of the components specified in Annex 1 to this technical regulation of the Customs Union is carried out on the basis of test reports issued by an accredited testing laboratory (center) included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union or certificates of conformity.
Certification tests of tractors and trailers are carried out only if there are positive test results in accordance with paragraph 5 of paragraph 1 of this article or certificates of conformity for the components listed in Annex 1 to this technical regulation of the Customs Union.
2. Tractors, trailers or components are subject to conformity assessment in the form of certification (schemes 1c, 3c, 4c).
3. Certification of tractors, trailers or components produced in series is carried out according to scheme 1c. Tractors, trailers or components for certification are represented by the manufacturer (a person authorized by the manufacturer).
Certification of a batch of tractors, trailers or components is carried out according to scheme 3c, a single product - according to scheme 4c. A batch of tractors, trailers or components (a single product) manufactured in the single customs territory of the Customs Union is represented by the manufacturer (a person authorized by the manufacturer), a batch of tractors, trailers or components (a single product) imported into the single customs territory of the Customs Union is represented by the importer or manufacturer (a person authorized by the manufacturer).
4. Certification of tractors, trailers or components is carried out by an accredited certification body (conformity assessment (confirmation)) included in the Unified Register of Certification Bodies and Testing Laboratories (centers) of the Customs Union.
Tests for certification purposes are carried out by an accredited testing laboratory (center) included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the Customs Union.
5. When certifying tractors, trailers or components (schemes 1c, 3c, 4c):
5.1. the manufacturer (the person authorized by the manufacturer), the importer provides the certification body (assessment (confirmation) of conformity) with a set of documents for tractors, trailers or components confirming the compliance of tractors, trailers or components with the safety requirements of this technical regulation of the Customs Union, which includes:
technical description of the tractor or trailer. The technical description must contain all the necessary information for the design of the annex to the certificate of conformity. The form of technical descriptions is given in Annex 2 to this technical regulation of the Customs Union. The technical description should also include a list of components that have certificates of conformity, indicating the numbers of these certificates, messages concerning type approval according to the UNECE Regulations;
basic design documents related to the component as a whole (technical specifications, technical description, general drawings, specification) (when certifying components);
operational documents;
the list of characteristics or indicators of a tractor or trailer from the list of safety requirements for tractors and trailers specified in tables 4.1 and 4.2 of Annex 4 to this technical regulation of the Customs Union;
a contract (supply contract) or shipping documentation (for a batch of tractors, trailers or components (a single product) (schemes 3c, 4c).
As evidentiary materials, the following may be submitted:
test reports issued by an accredited testing laboratory (center) in respect of certain requirements according to Tables 4.1 and 4.2 of Annex 4 to this technical regulation of the Customs Union;
Communications concerning type approval under the UNECE Regulations;
5.2. the manufacturer takes all necessary measures to ensure that the production process is stable and ensures that the manufactured tractors, trailers or components comply with the requirements of this technical regulation of the Customs Union;
5.3. certification body (conformity assessment (confirmation)):
5.3.1. performs the selection of a sample (samples);
5.3.2. carries out identification of tractors, trailers or components by establishing the identity of their characteristics to the signs established in Article 1 of this technical regulation of the Customs Union, the provisions established in Article 4 of this technical regulation of the Customs Union, and the documents listed in subparagraph 5.1 of paragraph 5 of this Article;
5.3.3. sends for testing to an accredited testing laboratory (center) a sample (samples) of a tractor, trailer or component for compliance with the safety requirements of this technical regulation of the Customs Union;
5.3.4. analyzes the state of production (scheme 1c).
If the manufacturer has a certified quality management system for the production or development and production of tractors, trailers or components, assesses the ability of this system to ensure the stable production of certified tractors, trailers or components that meet the requirements of this technical regulation of the Customs Union;
5.3.5. summarizes the test results of a sample (samples) of a tractor, trailer or component and an analysis of the state of production
5.3.6. issues a certificate of conformity according to a single form approved by the Commission, with an appendix to the certificate of conformity, which contains technical descriptions of tractors or trailers. The validity period of the certificate of conformity for tractors, trailers or components produced in series is 5 years, for a batch of tractors, trailers or components (a single product), the validity period is not set, while the certificate of conformity indicates the distinctive features of the batch of products - identification numbers, information about the contract (supply contract) or other;
5.4. manufacturer (a person authorized by the manufacturer), importer:
5.4.1. applies a single sign for the circulation of products on the market of the member states of the Customs Union;
5.4.2. forms, after completion of the conformity assessment, a set of documents for tractors, trailers or components, which includes:
the documents provided for in subparagraph 5.1 of paragraph 5 of this article;
test report (s) ;
the results of the analysis of the state of production;
certificate of conformity;
5.5. the certification body (conformity assessment (confirmation)) carries out inspection control over certified tractors, trailers or components by testing the sample (samples) in an accredited testing laboratory (center) and (or) analyzing the state of production (scheme 1c).
6. A set of documents for tractors, trailers or components must be stored on the territory of the member states of the Customs Union for:
mass-produced tractors, trailers or components-from the manufacturer (a person authorized by the manufacturer) for at least 10 years from the date of withdrawal (termination) from the production of these tractors, trailers or components;
a batch of tractors, trailers or components-from the manufacturer (a person authorized by the manufacturer), the importer for at least 10 years from the date of sale of the last product from the batch.
7. The set of documents must:
be performed in Russian and in the state language(s) of the member state of the Customs Union, if there are relevant requirements in the legislation of the member state (s) of the Customs Union;
be provided to state supervisory authorities at their request.
1. Tractors, trailers and components that meet the safety requirements of this technical regulation of the Customs Union and have been confirmed in accordance with Article 6 of this technical regulation of the Customs Union must be marked with a single product circulation mark on the market of the member states of the Customs Union.
2. Marking with a single sign of circulation of products on the market of the member states of the Customs Union is carried out before the release of a tractor, trailer or component into circulation on the market.
3. A single product circulation mark on the market of the member states of the Customs Union is applied to each tractor and trailer or the manufacturer's plate (marking plate) in any way that provides a clear and clear image during the entire service life of the tractor and trailer, and is also given in the operational documents attached to it.
4. When marking components, a single product circulation mark on the market of the member states of the Customs Union must be applied directly to each component (if technically possible) and to the packaging, as well as given in the operational documents attached to it.
Marking of components with approval marks is equivalent to marking with a single product circulation mark on the market of the member states of the Customs Union. If the components are marked with an approval mark, the marking of such components with a single product circulation mark on the market of the member States of the Customs Union is not required.
5. Tractors, trailers or components are marked with a single product circulation mark on the market of the member states of the Customs Union if they comply with the requirements of all technical regulations of the Customs Union, which apply to them.
1. The member States of the Customs Union are obliged to take all measures to restrict, prohibit the release into circulation of tractors, trailers and components in the single customs territory of the Customs Union, as well as the withdrawal from the market of tractors, trailers and components that do not meet the safety requirements of this technical regulation of the Customs Union.

1. Categories of tractors and trailers
1.1. Category T-wheeled tractors
Category T1: wheeled tractors with a maximum design speed of not more than 40 km/h, a minimum track size of the axle located closer to the operator, not less than 1150 mm, a curb weight of more than 600 kg and a ground clearance of not more than 1000 mm.

For tractors with a reversible operator's seat, the axis closest to the operator is considered to be the axis equipped with tires with the largest diameter.
Category T2: wheeled tractors with a maximum design speed of no more than 40 km/h, a minimum track size of less than 1150 mm, a curb weight of more than 600 kg and a ground clearance of no more than 600 mm. If the ratio of the height of the tractor's center of gravity to the average minimum axle track size exceeds 0.9, then the maximum design speed should not exceed 30 km / h.
Category T3: wheeled tractors with a maximum design speed of no more than 40 km / h and a curb weight of no more than 600 kg.
Category T4: special purpose wheeled tractors with a maximum design speed of no more than 40 km / h:
T4. 1 - high-clearance tractors designed for use in the processing of high-stemmed crops, such as vineyards.
They are characterized by an increased height of the chassis or part of the chassis, so that they can move parallel to the rows of plants with an elevation above them.
They are designed for equipment with working bodies that can be installed in front, between the axles, at the back or on the platform. When working, the ground clearance of the tractor exceeds 1000 mm. T4. 2-ultra-wide tractors. They are characterized by significant sizes and are designed specifically for processing large agricultural areas;
T4. 3-low-clearance forestry or agricultural tractors with a four-wheel drive, the replaceable working equipment of which is designed to perform work in forestry or agriculture, with a load-bearing frame, one or more power take-off shafts, a technically permissible total mass of no more than 10 tons and a ratio of the technically permissible total mass to the maximum curb weight of less than 2.5. The height of the center of gravity of such tractors (with conventional tires) is less than 850 mm.
Category T5: wheeled tractors with a maximum design speed of more than 40 km/h.

b-trailers with a maximum design speed of more than 40 km/h.
For example, for a trailer of the Rb3 category, the total technically permissible weight distribution along the axles is more than 3,500 kg, but does not exceed 21,000 kg, and it is intended for towing by a tractor of the T5 category.
2. Types of tractors and trailers
2.1. Wheeled tractors
2.1.1. Tractor type - tractors of the same category, which are characterized by:
by one manufacturer;
the same type designation;
the same design characteristics:
chassis frames: spar/articulated (obvious and significant differences);
engine (internal combustion engine/electric motor/hybrid drive);
the number of axes.
2.1.2. Option-tractors of the same type, which do not differ:
engine: the principle of action;
the number and arrangement of cylinders;
power (by more than 30%, that is, the ratio of the maximum power to the minimum is no more than 1.3);
working volume (by more than 20%, that is, the ratio of the maximum working volume to the minimum is no more than 1.2);
driving axles (quantity, location and drive);
controlled axes (number and location);
the maximum permissible mass in the loaded state (more than 10%);
the type of transmission;
type of running system (for tracked tractors);
a rollover protection device;
brake axles (by number).
2.1.3. Version-tractors with a combination of characteristics that are given in the type approval documents.

1. Requirements for the technically permissible operating weight of wheeled tractors
1.1. The technically permissible operating weight of the tractor and the maximum permissible distribution of the operating weight along the axes, depending on the category of the tractor, should not exceed the values given in Table 5.1.
The technically permissible operating mass specified by the manufacturer must also be confirmed by positive results of tests carried out in the testing laboratory (center), in particular with regard to the effectiveness of the braking system and steering.

1.2. At any loading of the tractor, the mass transmitted to the road by the wheels of the controlled axle must be at least 20% of the curb weight of the tractor.
2. Requirements for ballast loads of wheeled tractors
2.1. If, in order to comply with the requirements of this technical regulation of the Customs Union, tractors must be equipped with ballast loads, then the ballast loads must be supplied by the tractor manufacturer, be convenient for fixing on the tractor and have the manufacturer's marking indicating the weight in kilograms with an error of 5%. The design of the front ballast loads intended for frequent removal/installation must provide a safe distance of at least 25 mm for the gripped handles. The method of installation of ballast loads should prevent their unintentional disconnection (for example, in the case of a tractor overturning).
3. Requirements for fuel tanks
3.1. Fuel tanks must be corrosion-resistant. They must remain tight at a pressure 2 times higher than the operating pressure (but not less than 30 kPa). Excess pressure or pressure exceeding the operating pressure must be automatically compensated by appropriate devices (air, safety valves, etc.).
The design of the air valves must ensure fire safety. Fuel must not flow through the tank cover or through devices designed to compensate for excess pressure, even if the tank is in a completely inverted state (dripping is allowed).
3.2. Fuel tanks should be installed in such a way that protection from the consequences of an impact on the front or rear of the tractor is provided. There should be no protruding parts, sharp edges, etc. near the tank.
3.3. The fuel lines and the opening of the filling neck must be located outside the cabin.
4. Requirements for the calculation and verification of the maximum design speed of wheeled tractors
4.1. In order for the testing laboratory (center) to determine the maximum design speed of the tractor, the manufacturer must specify the gear ratio of the transmission, the actual movement of the driving wheels for one full turn of the wheel, the nominal speed of the engine crankshaft.
4.2. When testing the tractor, the speed of movement must be measured on a straight section, which the tractor must cross in the forward and reverse directions in one race. The surface of the site must be made of solid material, be flat, flat, at least 100 m long, it is allowed to include slopes of no more than 1.5%.
4.3. During the test, the tractor must be in working mode, unloaded, without ballast loads and special equipment, and the tire pressure must correspond to the one specified by the manufacturer for performing transport work.
4.4. During the test, the tractor must be equipped with new pneumatic tires with the largest rolling radius set by the manufacturer for the tractor.
4.5. The transmission of the gearbox used during the test must ensure the maximum speed of the tractor, and the position of the controls of the engine speed controller must correspond to the full fuel supply.
4.6. During the tests, it is considered permissible to exceed the values obtained as a result of measurements over the permissible values for this type of tractor by 3 km/h, in order to take into account inaccuracies in the measurements, as well as an increase in the speed of rotation of the engine crankshaft at partial load.
5. Requirements for the cargo platform of wheeled tractors
5.1. The center of gravity of the cargo platform must be located between the axles.
5.2. The dimensions of the cargo platform must meet the following requirements:
the length should not exceed the size of the track of the front or rear wheels of the tractor (depending on which of them is larger) by more than 1.4 times;
the width should not exceed the maximum overall width of the tractor without working equipment.
5.3. The platform must be located symmetrically relative to the longitudinal plane of the tractor.
5.4. The height of the cargo platform above the support surface should not exceed 1500 mm.
5.5. The design and method of fixing the platform under normal load should not worsen the operator's field of view, and also should not interfere with the normal functioning of lighting and light-signaling devices.
5.6. The cargo platform must be removable and must be attached to the tractor in such a way as to prevent accidental disconnection.
6. Requirements for the installation of rear-view mirrors of wheeled tractors
6.1. Tractors must be equipped with rear-view mirrors of Classes I and II according to UNECE Regulation No. 46 (02)/Revision 3.
6.2. Rear-view mirrors must be installed in such a way that their position is maintained under normal driving conditions.
6.3. All tractors must be equipped with at least one external rear-view mirror installed on the left side of the tractor.
6.4. The rear-view mirror must be positioned in such a way that the operator, who is in a seat located in a normal working position, has a clear view of the part of the road defined in subparagraph 6.11 of paragraph 6 of this annex.
6.5. The rear-view mirror must be visible through the part of the windscreen that is cleaned by the wiper, or through the side windows, if the tractor is equipped with them.
6.6. The rear-view mirror must not protrude beyond the external dimensions of the tractor or the composition of the tractor with a trailer more than it is necessary to obtain the fields of view defined in subparagraph 6.11 of paragraph 6 of this annex.
6.7. If the lower edge of the rear-view mirror is located at a height of less than 2 m above the support surface when the tractor is loaded, this rear-view mirror must not protrude more than 0.2 m beyond the overall width of the tractor or the tractor-trailer composition, measured without rear-view mirrors.
6.8. Any internal rear-view mirror must be adjusted by the operator from the workplace.
6.9. The operator must be able to adjust the position of the external rear-view mirror while at the workplace. In this case, the mirror can be fixed in the desired position from the outside. It is allowed to adjust the external rear-view mirror from the outside, while the operator must have at least three support points.
6.10. The requirement given in subparagraph 6.9 of paragraph 6 of this annex does not apply to external rear-view mirrors, which, after moving, automatically return to their original position without using a tool.
6.11. The field of view of the left rear-view mirror must be such that the operator can see from behind a part of a flat and horizontal road located to the left of the plane parallel to the vertical longitudinal median plane, which passes through the leftmost point of the overall width of the tractor or tractor-trailer composition.
7. Requirements for towing devices of wheeled tractors
7.1. Each tractor must have a special device that ensures the attachment of a device (for example, a rod or a tow rope) for towing it.
7.2. The device equipped with a connecting finger must be located in front of the tractor.
7.3. The device must be a plug. The distance between the inner planes of the fork at the center of the connecting finger should be mm, and the depth of the fork, measured from the center of the finger, should be (62 0.5) mm.
The connecting pin must have a diameter of mm and be equipped with a device that prevents it from falling out of the socket when used. The locking device must be non-removable.
8. Requirements for the dimensions of wheeled tractors, trailers and the permissible towed weight of the trailer
8.1. Dimensions
8.1.1. The overall dimensions of the tractor must be no more than:
length 12 m;
width of 2.55 m (excluding the protrusions formed by the tires near the point of contact with the support surface), it is allowed to increase the overall width to 3.1 m while ensuring road safety (for tractors of category T4.2, the overall width of the tractor should not exceed 4.4 m);
the height is 4 m.
8.1.2. The overall dimensions of the trailer must be no more than:
width 2.55 m (excluding the protrusions formed by the tires near the point of contact with the support surface);
the height is 4 m.
8.2. Permissible towed mass of the trailer
8.2.1. The permissible towed mass of the trailer must not exceed:
the technically permissible towed mass recommended by the tractor manufacturer;
the towed mass installed for the traction device.
9. Requirements for the location, mounting and maintenance of the manufacturer's plates on wheeled tractors and trailers
9.1. All agricultural and forestry tractors and trailers must have signs with the marking, the contents of which are given below. The plates are installed by the manufacturer.
9.2. Manufacturer's plate
9.2.1. The manufacturer's plate must be installed in a clearly visible and easily accessible place on a part of the tractor or trailer that should not be replaced during the entire service life. The text of the plate should be clearly readable, preserved throughout the entire service life of the tractor and trailer.
The manufacturer's plate on the tractor must contain the following information:
manufacturer's name;
tractor type and variant (version) (if available);
the number of the certificate of conformity (applied additionally after receiving the certificate of conformity);
tractor identification number;
the minimum and maximum total permissible weight of the tractor in the loaded state, depending on the permissible types of tires that can be installed;
the maximum permissible load on each tractor axle, according to the possible types of tires that can be installed (information should be listed in order from the front to the rear axle);
technically permissible towed mass (s) of the trailer.
The manufacturer's plate on the trailer must contain the following information:
manufacturer's name;
trailer type and option (if available);
the number of the certificate of conformity (applied additionally after receiving the certificate of conformity);
the total permissible weight of the trailer in the loaded state, depending on the permissible types of tires that can be installed;
the maximum permissible load on each axle of the trailer (information should be listed in order from the front to the rear axle);
the load on the tractor hitch (for semi-trailers).
9.2.2. The manufacturer may provide additional information below or to the side of the main marking, outside of clearly marked rectangles, which include only the information given in subparagraph 9.2.1 of paragraph 9 of this annex. An example of the manufacturer's plate is given in Annex 6 to this technical regulation of the Customs Union.
9.3. Tractor identification number
9.3.1. The tractor identification number is a fixed combination of signs established for each tractor by the manufacturer. Its purpose is to ensure that each tractor can be clearly identified by the manufacturer for 30 years.
9.3.2. The identification number must be affixed to the manufacturer's plate, as well as to the frame or other structural element on the front right side of the tractor.
9.3.3. If possible, the identification number should be placed in one line.
9.3.4. The identification number must be placed in a clearly visible and accessible place, applied by an impact method or branding, ensuring that it cannot be erased or damaged.
9.4. Signs
9.4.1. The marking provided for in subparagraph 9.2 of paragraph 9 of this annex is performed in Russian and in the state language (s) of the member state of the Customs Union, if there are relevant requirements in the legislation of the member state(s) of the Customs Union. Arabic numerals should be used for the marking provided for in paragraphs 9.2 and 9.3 of paragraph 9 of this annex.
9.4.2. When marking the tractor identification number, uppercase Latin letters must be used, the use of the letters "I", "O", "Q", dashes, asterisks and other special signs is not allowed.
The minimum height of letters and numbers is as follows:
7 mm for signs applied directly to the frame or other similar structure of the tractor;
4 mm for signs applied to the manufacturer's plate.
10. Requirements for the control body of the trailer brake system and the connecting device of the brake drive of the trailer of wheeled tractors
10.1. The tractor must be equipped with a trailer brake control, it can be manual or foot-operated and must be controlled from the operator's workplace, as well as be independent of other controls.
If the tractor is equipped with a pneumatic or hydraulic drive of the trailer brakes, then only one single control body should control the braking of the tractor and trailer composition.
10.2. The applied braking systems may have characteristics corresponding to those specified in the UNECE Regulation N 13 (10)/Revision 6 concerning the braking devices of wheeled agricultural and forestry tractors and trailers.
The braking systems must be designed in such a way as to ensure a safe stop of the tractor and trailer in the event of a failure of the trailer brakes, as well as in the event of a break in the connection.
10.3. If a pneumatic, hydraulic or combined drive of a tractor and trailer is provided, it must meet the following conditions.
10.3.1. Hydraulic drive
The hydraulic drive must be of a single-wire type.
The hydraulic coupling device must comply with STB ISO 5676-2010, the covered half coupling must be installed on the tractor.
The trailer brake control body must ensure that there is no pressure in the connecting head in the non-working position, the working pressure must be at least 10 MPa and not more than 15 MPa.
It is not allowed to disconnect the power source from the engine.
10.3.2. Pneumatic drive
The pneumatic drive of the trailer brakes must be of a two-wire type, and the braking process must begin when the pressure in the control line increases.
It is allowed to install a single-wire pneumatic drive of trailer brakes on tractors. In this case, the braking process should begin when the pressure in the brake line decreases.
The connecting head must comply with STB ISO 1728-2010.
The trailer brake control unit must ensure that the maximum pressure is applied to the connecting head at least 0.65 MPa and not more than 0.8 MPa.
10.3.3. The design of the pneumatic, hydraulic and combined brake drives of the trailer must ensure the braking of the trailer in the event of an emergency disengagement of the trailer with the tractor.
11. Requirements for the installation of the rear registration plate of tractors
11.1. Configuration and dimensions of the place for installing the rear registration plate.
The place for the installation of the rear registration plate should be a flat vertical rectangular surface with the following minimum dimensions:
length-255 mm;
the width is 165 mm.
11.2. The location of the place for the installation of the rear registration plate and the mounting of the rear registration plate.
The place for the installation of the rear registration plate must be such that, if the registration plate is properly attached, the following conditions are met.
11.2.1. The position of the registration plate relative to the width of the tractor.
The center of the registration plate must not be located to the right of the plane of symmetry of the tractor.
The left edge of the registration plate cannot be located to the left of the vertical plane parallel to the plane of symmetry of the tractor and passing through the most protruding part of the tractor in width.
11.2.2. The position of the registration plate relative to the longitudinal plane of symmetry of the tractor.
The registration plate must be located perpendicular or almost perpendicular to the longitudinal plane of symmetry of the tractor.
11.2.3. The position of the registration plate relative to the vertical plane.
The registration plate must be positioned vertically with a tolerance of 5°. Despite this, the registration plate can be positioned at an angle to the vertical, if this is required by the configuration of the tractor:
at an angle of no more than 30°, when the upper part of the registration plate is tilted forward, provided that the upper edge of the registration plate is located no higher than 1.20 m above the support surface;
at an angle of not more than 15°, when the upper part of the registration plate is tilted backwards, provided that the upper edge of the registration plate is located above 1.20 m above the support surface.
11.2.4. The height of the registration plate above the reference surface.
The lower edge of the registration plate must be located above the support surface at a height of at least 0.3 m, and the upper edge-at a height of not more than 4 m.
11.2.5. Determination of the height of the registration plate above the reference surface.
The height specified in sub-paragraphs 11.2.3 and 11.2.4 of paragraph 11 of this annex should be measured on a tractor with the main equipment installed (including rollover protection devices and excluding additional devices), with a load on the seat corresponding to the weight of the operator (75 10) kg, with fully filled fuel and lubricants and cooling liquids containers, equipped with tools.
12. Protective properties of the tractor cab
Agricultural tractors must be equipped with protective cabins or have protection devices against falling objects and rollover protection devices.
Forestry tractors should be equipped with cabins and equipped with rollover protection devices, falling object protection devices and operator protection devices.
12.1. Operator protection devices
Falling object protection devices (FOPS) of agricultural tractors must comply with the level of protection I against penetration according to GOST R ISO 3449-2009.
Rollover protection devices (ROPS) of agricultural tractors - according to GOST R ISO 3463-2008 or GOST R ISO 5700-2008.
The protection devices of the operator of forestry tractors must comply with:
STB ISO 8082-2004-in terms of rollover protection devices (ROPS);
GOST R ISO 8083-2008-in terms of falling object protection devices (FOPS);
GOST R ISO 8084-2005-in terms of operator protection devices (OPS).
12.2. Protection of the operator from exposure to harmful substances
All tractors that are intended for use in which there is a risk of operator contact with hazardous substances must be equipped with cabins that meet the requirements of levels 2, 3 and 4 according to STB EN 15695-1-2011. The criteria for selecting the level should be given in the operating manual.
Tractors with installed equipment for spraying pesticides must be equipped with a cab that meets the requirements of level 4 according to STB EN 15695-1-2011.
13. Additional requirements for the design of tractors and trailers
13.1. Requirements for the stability of tractors and trailers
The angle of transverse static stability of tractors and trailers, depending on the categories and conditions of their use, is set in accordance with GOST 12.2.019-2005. The form of technical descriptions is given in Annex 2 to this technical regulation of the Customs Union.
Tractors designed to work in mountainous conditions must be equipped with maximum permissible roll alarms.
13.2. Requirements for fire protection of tractors
The fire protection of the tractor must comply with STB EN 13478-2006 and GOST 30879-2003 (in terms of materials used for interior decoration).
On tractors, there should be places for attaching a fire extinguisher.
13.3. Requirements for hydraulic drive of tractors and trailers
Hydraulic drives of tractors and trailers must comply with the requirements of GOST 31177-2003.
13.4. Requirements for ensuring safety during operation
The structural elements of the tractor and trailer that may pose hazards during operation, maintenance or transportation must have a signal color. The signal colors and safety signs must comply with GOST R 12.4.026-2001.
The schemes of mooring and attaching the strapping chains must be given on the tractor and trailer and specified in the operating manual. The places of installation of jacks are marked on the tractor and trailer with symbols according to GOST 26336-97.
13.5. Additional requirements for the tractor cab
There should be places in the tractor cab for placing a first-aid kit, the operator's outer clothing and technical documentation.
The tractor cab must be equipped with front window washers.
The tractor cab must be equipped with a device that protects the operator's face from direct sunlight.
The opened windows of the tractor cab must be opened from the inside and have a device for fixing them in the open and closed position.
The doors of the tractor cab must have locks that can be locked with a key, and a lock to hold them in the extreme open position.
13.6. Additional requirements for dump trailers
Dump trailers and semi-trailers must be designed in such a way that the highest permissible position in the raised state of the platform cannot be exceeded.
Dump trailers and semi-trailers must be equipped with a device (stop) for fixing the unloaded platform in the raised position (on one of the sides and backwards or only backwards if there are no side unloads).
14. Requirements for emissions of harmful substances contained in the exhaust gases of tractor engines
14.1. Emissions of harmful substances contained in the exhaust gases of tractor engines should not exceed the values given in:

2. Classification of technically permissible towed masses
The following technically permissible towed trailer masses are taken into account:
2.1. Weight of the trailer without brakes.
2.2. The mass of the trailer with independent braking, i.e. the machine-tractor unit is braked by means of devices having the following characteristics:
the trailer brake control is independent of the tractor brake control and in all cases is installed on the tractor in such a way that it can be easily activated by the operator from his workplace;
the muscular force of the operator is the energy used to brake the towed trailer.
2.3. The mass of the trailer with inertial braking, i.e. the trailer is braked by using the force that occurs when the trailer approaches the tractor.
2.4. The mass of a trailer equipped with a hydraulic, pneumatic or combined brake drive, i.e. the braking of a machine-tractor unit can be continuous, semi-continuous or with an independent mechanized drive.
Continuous braking of the machine-tractor unit is carried out by means of a device having the following characteristics:
a single control body, which the operator, who is in his place, acts on with one smooth movement;
the energy used to brake the machine-tractor unit comes from the same source (which can be the muscular strength of the operator);
the braking system provides simultaneous or gradual braking of both the tractor and the trailer, regardless of their relative position.
Semi-continuous braking of the machine-tractor unit is carried out by means of a device having the following characteristics:
a single control body, which the operator, who is in his place, acts on with one smooth movement;
the energy used to brake the machine-tractor unit comes from several different sources (one of which may be the muscular strength of the operator);
the braking system provides simultaneous or gradual braking of both the tractor and the trailer, regardless of their relative position.
Braking with an independent mechanized drive of a machine-tractor unit is carried out by means of a device having the following characteristics:
the trailer brake control is independent of the tractor brake control and in all cases is installed on the tractor in such a way that it can be easily activated by the operator from his workplace;
the muscular force of the operator is not the energy used to brake the towed trailer.
3. The difference between the technically permissible towed mass established by the manufacturer and the permitted towed mass is given in paragraph 8.2 of Annex 5 to this technical regulation of the Customs Union.
