Certificate of State Registration (SGR)

The Certificate of State Registration of the Customs Union (SGR) is an official document that confirms compliance with the Unified Sanitary Requirements of the Customs Union. The certificate is valid on the territory of all CU member states.


Since July 1, 2010, the procedure for passing state registration has replaced the sanitary and epidemiological examination. Since that moment, on the territory of the Russian Federation and the member countries of the Customs Union, certificates of state registration have been issued instead of hygiene certificates for goods subject to state registration.


The validity period of the SRS (certificate of state registration) is not limited. It is enough to issue it once for one type of product.

Products subject to state registration

Water and food: Water and the device used for preparing and transporting water, products for sports and diabetic nutrition, products for pregnant and nursing women, bacterial starter cultures, flavorings, food additives, products containing GMOs, tonic, low-alcohol, alcoholic beverages and beer.


Personal hygiene products: Cosmetic products, oral hygiene products and products, personal hygiene products, household chemicals, products intended for contact with food products, products for children under 3 years of age.


Dangerous substances: Disinfecting, disinsection and deratization substances, substances that are potentially dangerous to human life or the surrounding environment, substances included in the unified

international list of dangerous substances.

Terms of receiving the SGR

Development of technical conditions, preparation of a dossier - 5 working days

  2. Conducting an examination of the applicant's package of documents and the results of laboratory tests in the Rospotrebnadzor bodies;
  3. Entering information about products in the state register of products that have passed state registration on the basis of a positive decision;
  4. Issuance of a certificate of state registration of products on the territory of the Customs Union (SGR);
  • application for registration of a certificate of state registration, filled in according to the established form;
  • copies of technical documentation (technical specifications, specifications, GOST, etc.);
  • copies of documents certifying the safety and quality of products;
  • the act of sampling samples and product test reports;
  • registration data about the manufacturing company (seller);
