Safety data sheet for chemical products

For chemical products, the Register of Safety Data Sheets is carried out in accordance with the order of the Federal Technical Regulation of 15.12.2009. Registration of a Passport is mandatory for all types of chemical products (this includes substances and materials, as well as their combinations).

What is a passport?

This is an official document that carries information and accumulative information in the field of safe operation of a specific type of product. The passport is valid on the entire territory of the Russian Federation and was created on the model of an international document for this type of goods (Russian-Material Safety Sheet, English-SafetyDataSheet).


The passport must be checked during the established examination for compliance with all state standards in this area. The entire document is drawn up in Russian and registered under its individual registration number, which consists of the registration number and the time period during which the passport is valid. This period is determined by the hazard category assigned to the product.


Registration can be made both for the manufacturer/ seller/ distributor, and for the importer/exporter of products. The company that sells products must be ready to provide its client with a copy of the Passport at any time.

The role of the Safety Data Sheet

In accordance with international standards, all persons who come into contact with chemical products have the right to receive timely information about their insecurity, as well as actions that need to be taken to reduce harm. This data is available to the general public in the form of an official and up – to-date document-a Safety data sheet.


This is an integral component of the package of technical documentation, the mandatory availability of which is fixed at the state level. The passport is publicly available to all employees of the enterprise and all interested parties. This includes service personnel, medical workers, emergency services, local organizations.


In order to guarantee the confidentiality of information in the document, its content must comply with regulatory state acts. In this case, the main part of the Passport contains sufficient information for the safe location of the goods in circulation. An enterprise or an individual who produces or sells chemical products on the market is fully responsible for the accuracy and relevance of the data.

Regulatory support of the Passport

First of all, the compliance of the Russian Safety Data Sheet is ensured by its harmonization with the regulations of such international regulations as the UN, ISO, ILO, EU.


The international standard GOST on the safety of a substance (material) was approved and adopted in 1995. It contains requirements for ensuring the safe release, operation, storage, transportation and disposal of chemical products.


In 2009, this GOST was revised and supplemented. The new set of regulations recommends specifying the number of the substance in the unified CAS register, which is widely used in world practice.


The document should also indicate the status of products (also those that are sold retail). Such marking includes: a brief description of the type of danger, a warning word and a sign.


The presence of a safety data sheet serves as a weighty confirmation of the manufacturer's integrity and responsibility.
