Justification of the safety of machinery and equipment

A safety justification is a special document that manufacturers, suppliers of equipment and equipment, as well as organizations that are engaged in the operation of this equipment, must have. Such a justification is necessary for the production equipment to work more efficiently, to observe safety when using it, as well as environmental requirements.

The safety justification is developed in accordance with the rules of the Technical Regulations of the Customs Union "On the safety of Machinery and Equipment" dated October 18, 2011 No. 823, adopted on October 18, 2011 and valid on February 15, 2013 in Russia, Kazakhstan and Belarus.

This document, according to the regulations, must contain data of a technological, design and other plan, as well as a risk analysis. This makes it possible to indicate what minimum requirements must be met during the development, production and use, and major repairs of equipment.

Risk in this case means determining how likely situations are when the equipment breaks down and this leads to unforeseen or dangerous consequences. People, buildings, structures, equipment itself and other property can suffer from such consequences.ество.

Who develops the security rationale?

Such work, according to the law, must be carried out by an organization or an individual who designs equipment – prepares documentation of a design, design, operational nature. At the same time, it is necessary to be guided by the requirements and norms of GOST R 54122-2010 " Safety of machinery and equipment. Requirements for the safety justification".

A ready-made safety justification should be kept by the designer or developer of the equipment. The supplier of the equipment and the one who operates it receives a copy of the safety justification. A copy must be kept until the expiration date of the equipment expires.

Requirements for the safety justification

The design of the safety justification must occur in accordance with certain requirements. In the process of its preparation, a short or full version of the document can be used.

The brief contains confirmation that the equipment meets the requirements of GOST. The full list contains the results of calculations, tests, as well as measures that are applied when control and supervisory procedures are carried out.

It is important that all the work is performed only by specialists who have knowledge of how such documentation should be compiled. Only in this case, you can be sure that the document will be prepared according to all the rules, will exactly meet the requirements and will not cause any complaints from the supervisory authorities. Therefore, it is advisable to apply for such services to specialized companies whose employees have extensive experience in preparing such documents.

The safety justification consists of 11 sections, appendices and an introduction:

  1. Characteristics and parameters of machinery and equipment.
  2. Equipment safety — general principles.
  3. Equipment reliability and requirements for it.
  4. Personnel for the operation and maintenance of equipment, requirements.
  5. Analysis of the risk associated with the use of equipment.
  6. Safety during commissioning.
  7. Safety management during operation and management of machinery and equipment.
  8. Quality management during the operation of equipment.
  9. Environmental protection and safety in relation to the operation and disposal of equipment.

10. Requirements for the quality, analysis and collection of information on the safety of equipment throughout the entire life cycle.

11. Safety during the disposal of machinery and equipment.
