Due to the fact that this document officially confirms the quality of products, voluntary certification is carried out in order to attract buyers and as an indicator of high production standards.
For some categories of goods in the Russian Federation, there is a requirement for mandatory certification. It applies to those types of products that can have a direct impact on the health and life of consumers. The quality assessment of such products is carried out using the system of mandatory GOST certification. The list of products that are subject to mandatory certification on the territory of the Russian Federation is determined by Government Decree No. 982 of December 1, 2009. This document is reviewed annually in accordance with the current market situation. In case of serious problems with the quality of certain products, they can be included in the list of certified products. When the technical regulations of the Customs Union come into force, goods are excluded from the list of those subject to certification according to Russian standards.
For products that are included in the list given in resolution No. 982, certification is carried out using national GOST R standards. Product quality and safety assessment can be carried out in the form of preparation of a certificate of conformity or a declaration of conformity. The specific form of the certification document is determined in accordance with the product category. In some cases, the procedure for mandatory certification of products in the GOST R system may require the prior receipt of other documents. Most often, these include a certificate of state registration of products and a fire certificate.
