Certificate or declaration?

Most products do not require a certificate of compliance with fire safety requirements, but the legislation approves a certain group of products and materials for which such certification is mandatory. Such goods usually include products that are operated at elevated temperatures or the process of using them involves a risk of fire.

Depending on the type of product, the conformity assessment for it is carried out in the form of certification or declaration. For those manufacturers who would like to confirm the safety of their products on their own initiative, a system of voluntary certification in the field of fire safety has been developed: it is used in cases where a mandatory conformity assessment is not required. The requirements for the fire safety certificate and the form of this document are approved by the order of the Ministry of Industry and Energy of March 22, 2006 N 53.

Rules for issuing certificates

To organize the receipt of a fire certificate for products, it is necessary to contact an authorized certification center that has a valid accreditation of the Ministry of Emergency Situations for carrying out conformity assessment work. The issuance of certificates by bodies without accreditation is not allowed: such a document is not valid, and the company will be fined for the lack of a certificate when checking.


The applicant will need to submit an application and provide the necessary documents confirming the characteristics of the product. The center is obliged to conduct laboratory tests to determine the parameters of the product. They are performed in a testing laboratory, where the impact on the product of the main factors that cause fire safety risks is simulated: for example, exposure to high temperatures or open flames. A specific list of methods for testing is set separately for each type of product, depending on its purpose and properties. If the test results show that the product meets the established requirements, the applicant will receive a fire safety certificate for equipment or other products: it will help to become more competitive among other fire-fighting products on the market.

Changes in the field of fire safety in 2020

The main change in the field of fire equipment certification in 2020 was the entry into force of the EAEU Technical Regulation 043/2017, which established requirements for a number of goods, including fire-retardant materials, fire extinguishing agents, etc. This regulatory document became effective on January 1, 2020. Now the goods that are subject to the requirements of the EAEU TR 043/2017 are certified according to the rules of the EAEU. The rest of the fire-fighting products are still evaluated for compliance with the requirements of Federal Law No. 123-FZ of July 22, 2008, which is a national technical regulation for this area.

Choosing a certification scheme

To find out what type of document you need to get for a particular product, you need to study the text of the corresponding regulatory document. The conformity assessment under the EAEU TR 043/2017 provides for the registration of a fire certificate or declaration according to six different schemes, depending on the certified object. As for certification according to the requirements of 123-FZ, the instructions on which document to issue for a particular product are given in the Methodological Recommendations for the application of Resolution No. 241 of March 17, 2009, approved on July 21, 2009 by the Chief State Inspector of the Russian Federation for Fire Supervision. The selection of the certification scheme is carried out by a specialist of an accredited organization.

Product requirements

So, to get a fire safety certificate for products, you will need to prove that it meets the established requirements. They are given:

  • for fire safety and fire extinguishing equipment, for example, such as a fire extinguisher, - in the EAEU TR 043/2017;
  • for other products that require an assessment of compliance with fire safety requirements, for example, such as finishing materials, - in 123-FZ.

In accordance with Resolution No. 241 and Order No. 73, the requirement for mandatory fire certification applies to the following generalized categories of products.

There are the following product categories: means of ensuring fire safety, electrical and electrical devices and devices, finishing and construction materials, building structures and products, heat generating equipment.


Each product category has its own product type:

means of ensuring fire safety - fire extinguishers, fire equipment, components and elements of fire extinguishing systems, devices and devices, protective clothing, shoes and other accessories, equipment and products for rescuing people in case of fire, fire trucks and motor pumps, fire automation equipment and their elements, substances and materials used for extinguishing fires, flame-retardant substances and materials.

electrical and electrical devices and devices - devices for protecting electrical circuits, electrical cables, heating panels, household and professional refrigerators and freezers, electric garlands.

finishing and construction materials - finishing and facing materials, heat and sound insulation materials, floor coverings.

building structures and products - Roofing and waterproofing materials - fire-fighting valve,

smoke removal fans, cable products, doors, gates, hatches, elevator shafts, windows, channels of engineering systems of buildings and structures

Conformity assessment procedure

The product conformity assessment process looks like this:

  • the applicant applies to an accredited organization, passes it product samples and documentation available for the product. The specialists of the certification center select a conformity assessment scheme and coordinate it with the applicant;
  • in the testing laboratory, studies are carried out to assess the degree of compliance of samples with the established safety requirements for specific parameters. When conducting tests, special methods approved by GOST R standards or other standards applicable for this category of products are used;
  • the results of the research are drawn up by protocols of the established sample;
  • the experts of the certification center analyze the degree of compliance of the results obtained with the current standards;
  • if compliance is established, the employees of the certification center issue and issue to the applicant a certificate for fire safety signs, fire extinguishing equipment or other object in respect of which the inspection was carried out.

If the provided samples do not comply with the established standards, the specialists of the certification center send a reasoned refusal to issue a certificate to the applicant.


List of documents

The main package of documents that the applicant submits to an accredited organization includes the following items:


  • copies of documents confirming the quality characteristics of the product, whether it is fire-fighting foam, hydrant or other product-certificates certifying compliance with the requirements of the EAEU TR, international certification systems or other standards;
  • technical data sheet of the product;
  • operating instructions or instructions for use;
  • constituent documents of the applicant;
  • copies of technical specifications or standards used in the manufacture of products;
  • information about the product codes in the OKPD-2 and HS classifier;
  • other documents at the request of the certifying authority;

Depending on the specific type of products subject to fire certification, additional documents may be required for conducting a conformity assessment.

Certificate validity period

The validity period of the certification documentation for the product depends on the chosen certification scheme. For a mandatory conformity assessment, it is from 1 to 5 years. For example, combat clothing is usually certified for 3 years. When conducting an assessment on the initiative of the manufacturer on a voluntary basis, the validity period of the certification documentation will be 3 years. After the expiration of the specified period, the applicant has the right to apply to the certification body with an application for the extension of the validity period of the document. If he confirms that neither the production technology nor the materials used have changed during this period,the validity period of the certificate will be extended without testing.

At the same time, for a separate batch or unit of goods, this period is limited to the period of service of the product established by the manufacturer. It is assumed that during this period, the manufacturer guarantees the fire safety of users of its products. If the manufacturer does not set such a period for this category of goods, it is considered to be equal to one year.

How much does the certification cost

The amount of payment for the services of certification bodies in the field of assessing compliance with fire safety requirements is not regulated by law. But it should be borne in mind that too low the cost of certification work will result in problems for the recipient of the certificate – for example, if it turns out later that the necessary tests were not carried out in full. Therefore, it is necessary to apply for the service only to reliable companies that have an accreditation certificate of the federal regulatory certification body.
