Development of regulatory documentation
An important stage of the product life cycle is certification, which is a procedure for checking and confirming the properties and characteristics of the product to the established standards. The main one for its implementation is the current regulatory documentation.
The main documents that are developed by special bodies at the state and interstate level are technical regulations and standards.
Certification of products manufactured and sold on the territory of the Russian Federation is carried out on the basis of a series of GOST R standards.Such requirements are introduced by PP No. 982, issued by the domestic Government on 01.12.2009.
For the certification and declaration of goods on the territory of the member states of the Customs Union of the EAEU, Technical Regulations (TR CU) developed for certain types of products are used.
Technical specifications are a highly specialized document, since they establish the requirements and rules for the manufacture of any one product. Technical specifications can be used in the certification process, however, this requires registration of a regulatory document in the Unified State Register.
Regardless of the type of regulatory documentation, extremely serious requirements are imposed on its development and content by the current legal framework in Russia. This is due to the importance of the certification procedure, the conduct of which is a guarantee of the quality of the product and the possibility of its safe operation or consumption.
Each regulatory document should be a clearly structured, grouped and understandable system of requirements and rules that apply to a product or category of goods.
