The general rules governing the development and manufacture of grooves are defined by Government Decree No. 1244 of 25.12.2013.
Who needs
According to federal legislation, all companies with 50 or more people at the same time will have to make a safety passport for the facility. This means that its development should be carried out by hospitals and schools, markets and sports stadiums, concert halls and administrative institutions. In addition, the obligation to analyze anti-terrorist security may be established by regional legislation.
Validity period and need for adjustment
The standard validity period of the passport of anti-terrorist protection of the object for most companies is from three to five years. For some organizations, a different validity period is set. Under special circumstances, the GROOVE will need to be revised. This is done in the following cases:
There is no need to completely redo the GROOVE in these cases. Changes are simply made to it, which are reflected in the adjustments sheet. If it is filled out correctly, the validity period of the safety data sheet of an educational institution or another company will be extended according to the initial data.
Types of grooves
For companies that are exposed to an increased risk of attack and require increased anti-terrorist protection, special rules for the development of PAZs apply. They are fixed in special Government resolutions:
The finished document on anti-terrorist security is coordinated with the bodies of the Ministry of Internal Affairs, the Ministry of Emergency Situations and the FSB. The organization has the right to do this independently or immediately order a safety data sheet of the object with the approval of the authorized authorities. This approach significantly simplifies and speeds up its development.
Categories of objects by the degree of potential danger
To ensure that all the necessary information is available, but not to make it redundant, the procedure for categorizing buildings is applied. It involves dividing the entire set of organizations of this type into categories according to the degree of exposure to the threat of terrorism. Usually, the price of an object's safety data sheet includes a categorization procedure. The procedure for its implementation is prescribed in the resolution for this type of company. For example, Resolution No. 1273 for retail outlets indicates that they are divided into the following categories according to anti-terrorist protection.
For other types of companies, different categorization criteria are used during development. But in all cases, the main goal is to determine the degree of probability of an attack in order to take adequate measures of anti-terrorist protection and countering the terrorist threat. The structure of the GROOVE and the procedure for its approval depends on the category of the object, among other things.

The organization carries out the development of the GROOVE in accordance with the requirements prescribed in the relevant Government decree. The algorithm of its preparation includes the following steps:
One copy of the GROOVE is stored in the company itself, one copy is sent for storage in the archives of the controlling organization. If the organization's safety data sheet is updated, it will have to be approved again. The approval procedure depends on which category of enterprises the document is being developed for.
