Development of PLARN

The Decree of the Government of the Russian Federation No. 613 provides for the obligation to develop PLARN for companies engaged in oil production, transportation and processing. In our organization, you can order a plan for the prevention and elimination of the consequences of oil spills.

PLARN: the basis for the development

The main requirement for the PLARN is the formation of an exhaustive description of the set of actions and decisions that must be taken promptly in the event of an accident. The specific requirements for the content of the document are set out in paragraph 4 of Resolution No. 613. The plan should include the following sections:

  • forecasting of situations in which oil and oil products spills are possible;
  • description of the order of interaction of the subjects involved in the elimination of the consequences of the accident;
  • the sequence of actions in an emergency situation;
  • an indication of the amount of forces and resources that are required to eliminate the accident;
  • features of the PLARN implementation area;
  • technical, economic and other support of works;

The procedure for approving the PLARN is given in the order of the Ministry of Emergency Situations of the Russian Federation No. 621 and other regulatory documents. According to plans covering vast territories, training exercises should be held at least once every two years.
