According to the current procedure, the action plan for the protection of the population in the event of the introduction of martial law necessarily includes three sections:
- general assessment of the prevailing conditions in the event of an action on the part of the enemy;
- implementation of planned measures with a gradual transition to the conditions of martial law;
- implementation of planned measures in case of a sudden attack by the opposing side;
The annexes to the document are an integral part of the civil defense action plan. They describe the ways of evacuation of the company's personnel, the procedure for using shelters and other aspects of the implementation of the action plan for the protection of the population. The validity period of the document is not limited, but on March 1, changes are made annually to it, taking into account the current situation as of January 1.

The main requirements for the procedure for developing an action plan in the field of civil defense are formulated in the order of the Ministry of Emergency Situations of Russia dated 16.02.2012 N 70 DSP. This document is intended for official use, so its requirements are not placed in the public domain.
